Professional Traineeship Programme for the Ethnic Minorities

The Hong Kong Council of Social Service (HKCSS) initiate the Professional Traineeship Programme for the Ethnic Minorities (EM) (the Programme). Companies from different industries are invited to participate in the Programme by offering job opportunities and hosting motivated EM trainees to launch their careers in business sector.
There is a significant increase in EM population in recent years. Though most Hong Kong borned EM have been receiving integrated education under the local schooling system, limited Chinese language skill and lower education attainment are still challenges for EM youth to develop longer term career path in Hong Kong. At the same time, some industries have long been shortage of stable labour force despite the adverse economic situation in the pandemic. Service industries such as hotels & lodging, food and beverage outlets, retail stores, transportation service, etc. EM youth would become a valuable human resource for the labour force.
Programme objectives
1. To nurture a pool of EM young talents to become the role models with upward mobility in the community
2. To arouse management awareness of the developing workforce pool from EM youth in business sector
3. To cultivate an inclusive working environment for local people and those with multi-cultural backgrounds
Programme duration
12 Months (1 Sep 2022 – 31 Aug 2023)
Targeted beneficiaries
EM Youth who is HKDSE graduate or above
Salary & Remuneration
- HK$15,000/trainee/month plus 5% MPF (employer contribution)
- The Government will provide subsidy to cover 50% of the salary plus MPF, up to HK$10,000/trainee/month to each participating company on reimbursement basis
Core components of programme
- Employer Engagement Orientation
- 15-hour compulsory pre-employment orientation to provide trainees with basic understanding on workplace environment and culture
- Bi-monthly capacity building workshop
- Bi-monthly meeting with mentors
- Showcasing events
- Apprenticeship by line managers, mentors and work peers/buddies
Current Status
The application is already closed. Over 30 young talents have completed their 1-year traineeship successfully in the business and social service sectors on 31 August 2023.

Resources
We have consolidated the experiences shared by the participating companies and trainees gained, as well as our observations from the Programme and launched “A Practical Guide for Cultivating Ethnic Inclusion in Talent Development”. It serves as a practical reference resource, supporting employers in establishing a culturally diverse and inclusive workplace environment. Additionally, it also assists multicultural job seekers in actively integrating into the Hong Kong job market and developing their professional skills and career paths.
