Progress Update: HKCSS Caring Company Scheme – Support Fund for Tai Po Wang Fuk Court

1 April 2026 – Following the initial progress report issued in January, this second update outlines the management, financial allocation, and initial service impact of the Support Fund for Tai Po Wang Fuk Court (Support Fund) as it transitions into “Phase 2: Sustained Recovery”. The Hong Kong Council of Social Service (HKCSS) remains committed to ensuring every donation is deployed with maximum impact and transparency.
Financial Update and Mobilisation
The Support Fund officially ceased receiving new donations on 13 February 2026. After finalising all online and offline channels, the total funds raised reached HK$25,975,646.78. As pledged, HKCSS has absorbed all administrative and credit card fees, ensuring 100% of donations are dedicated to the affected community.
To date, a cumulative total of HK$6,955,860.00 has been committed across three batches of project allocations involving 12 social service organisations. The remaining balance of HK$19,019,786.78 will be prioritised for the “Open Call for Proposals” to support forward-looking community rebuilding initiatives.
Batch 3 Allocation and Service Scope
The third batch of funding, finalised in March 2026, allocated HK$2,631,300 to three partner organisations (Habitat for Humanity Hong Kong, Hong Kong Life and Death Studies Association, and J Life Foundation), projected to benefit 165 households and individuals. The service scope has been further expanded to include:
- Emergency & Rehousing: Accommodation assistance, relocation logistics, and integrated services at transitional housing.
- Psychosocial Support: Professional grief counselling and specialised restoration of memorial belongings.
- Family & Professional Aid: Escort for medical consultations, respite care, insurance claims, and legal consultations.
- Resource Matching: Coordination of subsistence supplies, medical services, and funeral arrangements.
Progress of Batch 1 & 2 Projects
The execution progress of the first two batches (involving 9 partner organisations) is as follows:
- Cumulative Reach: Support has been provided to 547 households and 1,081 individuals.
- Service Delivery: A total of 2,982 professional service hours have been recorded.
- Demographic Breakdown: Approximately 34% of beneficiaries were elderly, 24% were children and youth, and 2% were domestic helpers.
Next Phase: Open Call for Proposals
To encourage innovative recovery solutions, HKCSS launched an Open Call for Proposals on 19 March 2026. We have revised the funding guidelines to broaden the scope of support to include indirectly affected groups, such as students and teachers. Furthermore, “Disaster Prevention Awareness” has been added as one of the core funding priorities to address community safety gaps.
