Progress Update: HKCSS Caring Company Scheme – Support Fund for Tai Po Wang Fuk Court

3 August 2026 – As the community transitions from immediate emergency relief to the mid-to-long-term recovery phase, the Support Fund for Tai Po Wang Fuk Court (Support Fund) issues its fourth progress report, marking a major milestone: the formal completion of the evaluation process for the “Open Call for Proposals” and the successful allocation of Batch 4 project funding.

Following a rigorous vetting process, 11 impact projects totaling HK$14,239,928.00 were selected to deliver 12-to-18-month strategic support. These initiatives expand the Support Fund’s service scope from acute crisis response to long-term community rehabilitation, psychosocial healing, and disaster risk reduction awareness. Grant agreements are undergoing final execution, with all 11 projects scheduled to officially launch within September 2026.

Financial Allocation & Governance Transparency

The Support Fund officially ceased receiving donations on 13 February 2026, with total funds raised reaching HK$25,975,646.78. With the allocation of Batch 4 funding finalised, the cumulative commitment across the first four batches of projects stands at HK$21,195,788.00, representing 81.6% of total funds. The remaining balance of HK$4,779,858.78 will be reserved for subsequent deployment phases.

Governance Note: Standalone Designated Grant

In addition to the HK$25,975,646.78 raised by the Support Fund, the Swire Trust, as a sole corporate donor, confirmed a dedicated grant of HK$10,000,000.00 to support specific community recovery projects in the Tai Po district. To ensure strict accounting independence and high transparency, this HK$10 million dedicated fund and its outcome reporting will be managed independently and reported directly to Swire Trust, and will not be commingled with this Support Fund report.

Open Call for Proposals: Batch 4 Partner Projects Launch

The Open Call for Proposals (19 March – 17 April 2026) received a strong response from the sector, yielding 62 proposals from 61 eligible social service agencies and social enterprises. Following a thorough assessment and vetting process, 11 projects were selected for funding. The Batch 4 partner projects are as follows:

1. Be Priceless – “SEED Health Behavioral Education for Disaster Risk Reduction (DRR) and Community Resilience”
2. United Christian Medical Service – “18-Month Support Initiative for Affected Individuals and Families, and Other Caregivers”
3. AESIR.hk –「災難預防心靈韌性計劃」
4. Hong Kong PHAB Association –「大埔廣福心靈重建計劃」
5. La Violet Education Consultants Limited –「大埔韌性社區」社區復元及危機應變能力建立計劃
6. Harmony House – Project Weaving「澄心計劃」
7. Save the Children Hong Kong Limited –「Chill 能力，學生社交情緒成長計劃」
8. The Hong Kong Society for the Deaf – “Audiological Support Services for Hearing-Impaired Residents and Families Affected by Disaster”
9. Engineering & Medical Volunteer Association –「宏福同行」生活重建復康支援計劃
10. Association for Life and Death Education –「織光大埔：社區營造與生命同行計劃」
11. Mission for Migrant Workers (MFMW Limited) – “Tai Po Fire Recovery Initiative: Rebuilding Migrant Worker Communities and Families”

All the above projects will roll out progressively within September 2026.

Cumulative Impact Tracking: Batches 1 to 3 Projects

Over the past six months, the 12 partner projects funded under the first three batches delivered over 10,000 hours of direct services, assisting 1,100 households (over 1,600 residents). Beneficiaries included 600 elderly residents, 300 children and youth, and 38 foreign domestic helpers.

During the May 2026 government-authorized site re-entry, partner organisations demonstrated extraordinary agility and commitment by deploying frontline teams to voluntarily provide additional, out-of-scope services – including logistical moving aid, item retrieval, and real-time emotional support.

As the 11 Batch 4 projects will officially commence in September 2026, the next progress update will be issued on 2 January 2027. This arrangement aims to allow sufficient lead time for projects to complete setup, execution, and the collection of initial outcome data.
